Many towns in dire state as ‘Tino’ attacks Visayas

Typhoon ‘Tino’ smashed Visayas on late Tuesday morning, bringing “life-threatening” conditions to several provinces as it continues to bring heavy rains and howling winds over the Western Visayas and Negros Island Regions, even as it slightly weakened, according to the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) reported.

Earlier, it passed Camotes Islands and crossed over Cebu as well as the provinces in Panay, prompting PAGASA to raise tropical cyclone wind signal no. 4 over several communities across Western, Central, and Eastern Visayas regions, as well as in the Negros Island Region.

According to its 11:00 a.m. weather bulletin, November 4, ‘Tino’ was tracked in the vicinity of Bacolod City, Negros Occidental. It was moving westward at 25 kilometers per hour (kph) with maximum sustained winds of 140 kph near the center and gustiness of up to 195 kph.

PAGASA warned of heavy rainfall, severe winds, and storm surges in the affected localities. ‘Tino’ is forecast to traverse Visayas and northern Palawan until it emerges over the West Philippine Sea by Wednesday morning, November 5.

As of this posting, the following tropical cyclone wind signals are observed in the affected localities based on the adjustments made by the state weather bureau:

  • Cuyo Islands; the northernmost portion of Negros Oriental (Vallehermoso, Canlaon City), the northern portion of Negros Occidental (San Carlos City, Salvador Benedicto, Calatrava, Toboso, City of Escalante, Sagay City, Cadiz City, Manapla, City of Victorias, Enrique B. PAGASA noted that ‘Tino’ may slightly weaken while crossing Visayas, but is expected to remain a typhoon throughout its passage in the country. It is projected to exit the Philippines by Wednesday evening or early Thursday morning.
