From lab to farm: DOST highlights groundbreaking innovation, local impact at Nueva Vizcaya

BAYOMBONG, Nueva Vizcaya — The Department of Science and Technology (DOST) Region II celebrated its 2025 Regional Science, Technology, and Innovation Week (RSTW) from October 9–11, 2025, at the Nueva Vizcaya State University (NVSU). This year’s event emphasized “science in action,” featuring the launch of a major research facility and field visits that showcased how DOST programs are creating tangible impacts across the Cagayan Valley region.

The celebration was graced by DOST Secretary Dr. Renato U. Solidum Jr., undersecretary for regional operations engineer Sancho A. Mabborang, and DOST Region II director Dr. Virginia G. Bilgera. The delegation highlighted how technology, innovation, and research continue to uplift lives and empower local communities.

Pioneering Robotics and AI Research

A major highlight of the RSTW was the inauguration of the Adaptive Robotics Technology and Intelligent Computing (ARTIC) Center at NVSU. This pioneering facility is designed to advance intelligent systems research, significantly strengthening the region’s capabilities in artificial intelligence, robotics, and data-driven innovation.

Beyond the launch of high-tech laboratories, the RSTW focused on how DOST’s programs translate into practical benefits for local industries, particularly agriculture.

The delegation first visited two flagship citrus initiatives in Nueva Vizcaya, the “Citrus Capital of the Philippines.”

High-Quality Planting Materials: At the NVSU Citrus Resources Research and Development Center, the NICER Citrus Project, funded by DOST–PCAARRD, showcased its Quality Planting Materials Production System (QPMPS). Project Leader Dr. Elbert A. Sana explained how the initiative ensures the production of disease-free, superior seedlings (such as Satsuma, Lemon, and Calamansi) that are indexed against major diseases like Citrus Tristeza Virus (CTV) and Huanglongbing (HLB). This science-based approach has already boosted fruit yield and quality across partner nurseries and LGUs.

Sustaining Yield with Technology: The team also visited the Namujhe Integrated Farm in Malabing Valley, Kasibu. Through the DOST’s Small Enterprise Technology Upgrading Program (SETUP), the farm adopted a ₱1.2-million Gravity-Type Drip Irrigation System. This critical innovation solved recurring irrigation challenges, improved flower initiation, and stabilized production, enabling the farm to sustain an annual yield of 250 to 300 tons of citrus despite climate stresses.

These successes exemplify how the convergence of research and technology directly benefits local farmers, driving growth in the region’s key agricultural sector.

Empowering MSMEs with Sustainable Tech

The RSTW also featured DOST’s commitment to supporting Micro, Small, and Medium Enterprises (MSMEs) that adopt sustainable technologies.

Solar Power for Savings: At the Zen Hotel–Bayombong, the DOST-SETUP program funded the installation of a 100kW solar power system. This investment dramatically cut the hotel’s monthly electricity costs from ₱367,000 to just a fraction of the amount, yielding over ₱324,000 in savings and even allowing the business to sell excess power back to the grid. Secretary Solidum emphasized that adopting solar energy helps MSMEs cut power expenses and promotes environmental sustainability, encouraging government offices to follow suit.

Modernizing Aquaculture: The DOST team also visited JAYDEX Farm and Hatchery in Maddiangat, Quezon, a learning hub for local fish farmers. Through DOST interventions, the farm modernized its facilities and introduced efficient water management, resulting in a 30–50% increase in tilapia yield and improved fingerling quality. The farm demonstrates how S&T enhances freshwater aquaculture, contributes to food security, and promotes sustainable livelihoods.

“When science takes root in the hands of our farmers, innovators, and entrepreneurs, it grows into something greater than technology—it becomes progress,” said Secretary Solidum, underscoring DOST’s commitment to ensuring that innovation reaches every Filipino. The 2025 RSTW showcased the transformative power of science, technology, and innovation in building resilient, inclusive, and future-ready communities.
