The National Grid Corporation of the Philippines (NGCP) on Wednesday announced a slight reduction in overall transmission rates for end-consumers in October 2025, following lower ancillary service and transmission wheeling charges.
The overall average transmission rate for the September 2025 billing period dropped 1.23 percent, or P0.0174 per kilowatt-hour, to P1.3998 per kWh from P1.4171 per kWh in August.
NGCP said the decrease in overall transmission charges was led by reductions in both transmission wheeling rates and ancillary services (AS) rates.
Transmission wheeling rates cover what NGCP charges for its core service of delivering electricity. AS rates are pass-through costs for services sourced from the reserve market and from providers with bilateral contracts with NGCP to stabilize the grid, with NGCP remitting these charges directly to generating companies.
NGCP head of revenue management Julius Ryan Datingaling said in a briefing that both transmission and ancillary service rates declined.
NGCP’s transmission wheeling rate, its delivery fee, decreased by 0.84 percent, from P0.5970 per kWh in the August billing period to P0.5920 per kWh in the September billing period.
“For the AS rates, there is also a decrease of P0.01 per kWh. That is from P0.66 per kWh from the previous month to P0.65 per kWh,” he said.
“The average AS rate for the September billing period decreased by 1.7 percent to P0.6546 per kWh, from P0.6659 per kWh in the August billing period,” said Datingaling.
Datingaling also noted a decrease of P0.0385 per kWh in Luzon and P0.0625 per kWh for Mindanao, and an increase of P0.1458 per kWh for the Visayas.
“For the October 2025 electric bill of the end consumers, NGCP charges only P0.59 per kWh for the delivery of its services,” NGCP said, adding that AS still accounts for the bulk of transmission charges.
