After decades-long wait, over 5,000 families occupying lots covered by four presidential proclamations are set to receive certificates of entitlement (COEs) under the sustained implementation of President Ferdinand Marcos Jr.’s flagship Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
Housing czar Jose Ramon Aliling said a total of 5,700 families are targeted to benefit from the distribution of COEs covering Presidential Proclamations No. 550 of 2004 for Los Banos, Laguna; No. 463 of 2003 for Lucena City, Quezon; No. 1538 of 2008 for Iloilo City, and No. 397 of 2003 for Caloocan City.
“The order of the President is to provide security and a more dignified life for our countrymen. That is what we seek in granting the COEs to families who have long been living on lands that are not titled to them,” he said.
DHSUD is eyeing the distribution of the COEs for Iloilo City, Lucena City, and Los Banos as part of the highlights of the National Shelter Month 2025 celebration with the theme “Build Homes, Build Happiness.”
Those in Caloocan City are slated to receive COEs within the year.
Initially, a total of 840 family-beneficiaries are scheduled to receive their COEs before the year ends.
Under Aliling’s leadership, the distribution of COEs was included among the new modalities under the flagship Expanded 4PH Program to provide security of tenure to families occupying lots they do not own.
Other modalities included rental and incremental housing; vertical or condominium-type, horizontal or subdivision development and enhanced community mortgage program.
