Elected and appointed Sangguniang Kabataan (SK) officials in good standing are now entitled to civil service eligibility, the Civil Service Commission (CSC) announced on Saturday.
In a press release, the CSC said under its Resolution No. 2500752, or the Rules Governing the Grant of Eligibility to SKOs promulgated on July 24, 2025, qualified SK officials who have completed a full three-year term of office, or its equivalent, may now acquire the Sangguniang Kabataan Official Eligibility (SKOE).
The SKOE is appropriate for first-level positions in the career service, except those covered by board laws or requiring other special eligibilities.
“This privilege, granted exclusively to duly elected and appointed SK officials, recognizes the vital role of the youth in nation-building and affirms their contributions to public service,” CSC Chairperson Marilyn Yap said.
“Through the SKOE, we empower young leaders to pursue careers in government and continue their service to the Filipino people.”
The SKOE covers officials who were in office upon the effectivity of Republic Act No. 11768, or the Sangguniang Kabataan Reform Act of 2015, which took effect on June 1, 2022.
This includes incumbents during the 2018 to 2022 term who completed their full term, SK members elected by the Katipunan ng Kabataan (KK), and SK secretaries and treasurers appointed by the SK chairperson with concurrence of the majority of SK members. SK chairpersons, however, fall under the Barangay Official Eligibility (BOE), not the SKOE.
Eligibility may also be granted to SKOs who are not related within the second civil degree of consanguinity or affinity to any incumbent elected regional, provincial, city, municipal, or barangay official in the locality where they were appointed or elected.
Qualified SK officials may apply for the SKOE starting Oct. 4, the effectivity date of CSC Resolution No. 2500752, by filing at the CSC regional office with jurisdiction over the barangay where they served, or at the nearest CSC office.
The CSC reminded that it may recall any SKOE issued to unqualified applicants or those found violating existing laws, rules, and regulations.
