Philippines job market faces hiring fraud risk, credit agency warns

CIBI Information Inc., a credit reporting agency, has warned that fraudulent job applications are a growing risk in the Philippine job market, which is currently experiencing a period of optimism and expansion.

“While the job market in the Philippines continues to thrive, so does the risk of encountering fraudulent applications,” said Ivy Ramirez, CIBI vice president for service and industrials.

“Falsifying credentials is a deception that directly affects a business,” she said.

Ramirez said fraudulent activity could have a wider impact, potentially undermining productivity, eroding workplace trust and damaging a company’s reputation. “Proactive verification is an essential step to protect both businesses and the integrity of the workforce,” she said.

The Philippine labor market is in a growth phase. A recent Jobstreet report noted that 44 percent of hirers and human resources professionals expect higher job market activity in the second half of 2025 compared to 2024, signaling employer confidence and plans for team expansion.

This rapid increase in hiring, however, is leading to less rigorous applicant screening, which raises the chances of fraudulent applications, CIBI said.

Globally, organizations lose an estimated 5 percent of annual revenue to fraud, according to a study by the Association of Certified Fraud Examiners (ACFE). Such losses in a fast-moving labor market can increase costs and disrupt daily operations.

Economic uncertainty, rising competition and the wide availability of online tools have made it easier for candidates to exaggerate or misstate their qualifications. Fraudulent applicants may falsify educational credentials, exaggerate experience, invent skills or manipulate identities to gain a competitive advantage.

While these acts may seem minor, the impact on businesses can be significant, ranging from hiring underqualified employees to productivity setbacks, wasted recruitment investments, compliance issues and reputational damage.

These risks highlight the need for stronger and more proactive safeguards in the hiring process. CIBI argues that traditional background checks and interviews are no longer sufficient to validate applicant information, especially for companies hiring at scale.

Pia Arellano, CIBI president and chief executive, cited the need to balance growth with integrity.

“By embedding proactive verification into hiring, businesses protect themselves, their people, and ultimately the strength of the country’s labor market,” Arellano said.

“Integrity in hiring is more than just a business process; it’s a public service,” said Arellano.
