The Department of Justice (DOJ) confirmed Friday that the National Bureau of Investigation (NBI) has forwarded for prosecution Ako Bicol party-list Rep. Zaldy Co, Senators Francis Escudero, Joel Villanueva, Jinggoy Estrada, and 17 others over their alleged involvement in the flood control scandal.
The NBI made the recommendation based on the testimonies of dismissed Department of Public Works and Highways (DPWH) district engineers namely Henry Alcantara, Brice Hernandez, Jaypee Mendoza, as well as former Undersecretary for Operations Roberto Bernardo.
“Let it be clear: inclusion in the NBI’s recommendation is not a matter of speculation or rumor. It is the result of sworn testimony under oath,” the DOJ said in a statement.
“If names have circulated outside of these affidavits, those are not recognized by the DOJ or the NBI until such time that they are sworn to under proper proceedings,” the justice department added.
