Cops sue Marcy Teodoro for rape, acts of lasciviousness

The Department of Justice (DOJ) confirmed on Thursday the filing of complaint-affidavits against former mayor and now Marikina first District Rep. Marcelino ‘Marcy’ Teodoro for alleged acts of lasciviousness and rape by sexual assault.

The complainants were female police officers previously assigned as Teodoro’s close-in security.

“In line with Department Circular No. 20 (2023), the complaints will undergo case build-up and legal evaluation to determine sufficiency of evidence before any preliminary investigation. This ensures that any action, if warranted, will rest on a complete and substantiated record,” the DOJ said in a statement.

An officer alleged that Rep. Teodoro committed acts of lasciviousness punishable under Article 336 of the Revised Penal Code (RPC) during the early period of her assignment. 

Meanwhile, another officer, filed a charge of rape by sexual assault under Article 266-A(2) of the RPC as well as acts of lasciviousness. The said officer earlier served as close-in security aide to Rep. Teodoro’s spouse, now-Marikina Mayor Maan Teodoro, before being reassigned to him.

The DOJ assured that the lawmaker will be afforded full due process, while the identities of the complainants are being withheld to safeguard their privacy and security. 

It vowed to remain committed to act impartially and to pursue all cases strictly on the basis of evidence and law.

The Marikina City Police acknowledged these lawsuits, noting it respects due process and upholds the rule of law.

“We confirm that female police personnel have filed cases before the Department of Justice against the former Mayor and now Congressman of Marikina,” the Marikina City Police said in an official statement.

It noted that the complainants have already been reassigned to the national headquarters “for their safety and well-being.”

“The PNP (Philippine National Police) assures the public that we remain professional, neutral, and committed to supporting our personnel while letting the proper authorities handle the case,” the Marikina City Police added.

Rep. Teodoro on Thursday dismissed as malicious and politically motivated the charges of rape and acts of lasciviousness against him.

”Their allegations have no sufficient basis and are mere fabrications intended to destroy my reputation,” Teodoro said, responding to the complaints of two female officers, who were assigned as part of his security detail.

“It seems this is a politically motivated attack against me. Some forces are working against me. It seems that the release of the news was orchestrated, and that the story was unbelievable,” he added.

The former mayor emphasized that a mere allegation could not be used as evidence.
