The Philippine Navy (PN) has rolled out a new Automated Performance-Based Collateral Claims Processing System as part of its modernization drive, aiming to speed up and secure the release of personnel benefits.
The system, launched on September 22 at Navy headquarters in Manila, was developed entirely in-house under the Office of the Assistant Chief of Naval Staff for Personnel (N1) and formally introduced by Chief of Naval Staff Rear Admiral Alan Javier.
According to Javier, the digital platform marks a “paradigm shift” from a paper-based, error-prone process to one that is faster, policy-driven, and more transparent.
“This initiative is more than just a digital platform. It represents a paradigm shift, from a paper-based, error-prone process to a secure and policy-driven system that ensures benefits reach the right personnel, on time,” he said.
The platform has been reviewed and approved by the Navy’s supervising auditor under the Commission on Audit, certifying its compliance and audit-worthiness.
Officials said it will serve as a model for future digitalization projects, including systems for allowances, reimbursements, and procurement tracking.
The Navy said the initiative reflects its push for innovation and efficiency, while prioritizing the welfare of its personnel as part of broader efforts to modernize and strengthen the service.
