Typhoon ‘Nando’ rapidly strengthened early Sunday morning, prompting the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) to raise tropical cyclone wind signal no. 2 in four provinces across the Cagayan Valley and Cordillera Administrative Region (CAR).
As of 5:00 a.m. on September 21, 2025, wind signals are observed in the following locations:

PAGASA said ‘Nando’ will begin to turn west northwestward today, moving towards extreme northern Luzon. The typhoon is likely to make a landfall by Monday afternoon or evening over Batanes or the Babuyan Islands before leaving the Philippine area of responsibility.
The state weather bureau maintained its earlier warning that ‘Nando’ may reach super typhoon category as it continues to approach the extreme northern Luzon, with possible storm surges exceeding 3.0 meters within the next 48 hours.
As of this posting, ‘Nando’ was located at 610 kilometers east of Tuguegarao City, Cagayan, moving northwestward at 15 kilometers per hour (kph). It had maximum sustained winds of 175 kph and gusts of up to 215 kph.
