The Department of Agriculture (DA) is seeking congressional support for the proposed Farm-to-Market Roads Development and Equity Act to create a transparent, equitable and programmatic framework for FMR investments nationwide.
Agriculture Secretary Francisco Tiu Laurel Jr. said FMRs are more than just infrastructure; but also serve as lifelines connecting farmers, fishers and livestock producers to markets and economic opportunities.
“Every kilometer of FMR we build is a pathway out of poverty for rural communities. But with a staggering 36,000-kilometer backlog, we need a comprehensive, fair, and sustainable approach. This bill delivers that,” Tiu Laurel said.
Under the measure, at least 30 percent of FMR funds will be allocated to rural areas with high poverty rates, while the remaining funds will support key regional growth corridors identified by the Department of Economy, Planning and Development and Regional Development Councils.
Priority areas also include major commodity production zones, fisheries development areas, livestock clusters and geographically isolated and disadvantaged areas (GIDAs), such as upland villages and island municipalities.
To address the 36,000-kilometer gap, the DA is proposing a farm-to-market road master plan in six-year rolling implementation cycles. A national FMR dashboard will also be established to provide real-time monitoring and enhance transparency.
Properly planned and implemented FMRs are expected to lower food prices, reduce post-harvest losses, increase farmer and fisherfolk incomes and improve connectivity in remote areas. The roads could also help address peace and order concerns.
The DA urged both chambers of Congress to prioritize the bill, adding that rural infrastructure is fundamental to agricultural modernization, poverty reduction, and inclusive growth.
“We cannot leave our farmers and fishers stranded at the farm gate. This legislation lays not just physical roads, but a stronger foundation for food security, equity, and national development,” Tiu Laurel said.
