The Department of Information and Communications Technology (DICT) said it aims to improve the country’s position in the global cybersecurity ranking, reaffirming its dedication to stronger digital security and reliable systems for citizens and businesses.
The agency said its goal is to elevate the country to Tier 1—the highest level, which acknowledges nations with advanced cybersecurity infrastructures.
The Global Cybersecurity Index (GCI), developed by the International Telecommunication Union (ITU), assesses countries based on five pillars: legal, technical, organizational, capacity development and cooperation measures. In the 2024 edition, the Philippines was recognized as Tier 2 – Advancing, with a score of 93.49 out of 100, indicating progress compared to its previous global rankings.
Under DICT Secretary Henry Aguda’s policy leadership, the DICT is making cybersecurity a national priority. The department’s initiatives aim not only to improve scores but also to protect critical data, promote digital innovation, and build public trust in government systems.
The assertive approach underscores the Philippines’ preparedness to join global leaders in cybersecurity and demonstrates DICT’s continuous dedication to creating a safer, more competitive and digitally resilient nation.
The Global Cybersecurity Index is an international standard created by the International Telecommunication Union. It assesses countries’ dedication to cybersecurity through legal, technical, organizational, capacity-building, and cooperative efforts, offering global comparisons and insights for policy enhancements.
