Bangko Sentral, JICA launch credit scoring system to boost SME lending

The Bangko Sentral ng Pilipinas (BSP) and the Japan International Cooperation Agency (JICA) have launched a new web-based scoring system to help assess the creditworthiness of small and medium enterprises (SMEs).

The Credit Risk Database Philippines (CRDPh) System, launched on July 29, 2025, generates credit scores and default probabilities using anonymized financial and non-financial data from participating financial institutions.

The central bank said in a statement that the platform will make it easier and faster for financial institutions to assess SME loans without having to install any software.

The new system addresses the “missing middle”—SMEs that are too large for microfinance but too small for traditional commercial banks.

The BSP said the CRDPh is expected to improve loan pricing, reduce collateral dependence and increase financial access for SMEs.

The CRDPh System is part of the second phase of the BSP-JICA Credit Risk Database (CRD) project, which began in 2020.
