Fil-Chinese group, PNP hold meeting to enhance tie-up

The Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII) and the Philippine National Police Anti-Kidnapping Group (PNP-AKG) held a high-level meeting on Aug. 7, 2025 at Choi Garden restaurant to discuss future cooperation and address pressing issues related to kidnapping and other crimes.

The FFCCCII was represented by its president Victor Lim and executive vice president Jeffrey Ng, while the PNP-AKG delegation was led by acting director Brigadier General Glicerio Cansilao. He was joined by deputy director for administration Col. Paul Abay, chief of the Luzon Field Unit Col. Jeff Fanged and chief legal officer Cpt. Atty. Ryan Alburo.

Lim extended his congratulations to Cansilao on his return to the PNP-AKG. He expressed the business community’s confidence in Cansilao’s leadership, which has already resulted in the successful arrest of two kidnapping groups.

The discussions focused on strengthening collaboration to enhance safety and security.

Lim lauded the police agency’s performance and outlined several areas for future cooperation.

Ng announced that FFCCCII would sponsor four policewomen to study Mandarin for one year at Quan Zhou Huaqiao University. Legal challenges were also discussed during the meeting.

Alburo highlighted issues concerning court hearings, where the absence of victims often leads to case delays and dismissals.

He proposed that evidence gathered during arrests be accepted even without the victim’s presence and suggested a more streamlined process for following up on unsettled cases.

Atty. Hong Fengjun, an FFCCCII board member and director for foreign affairs, offered the organization’s assistance in encouraging victims to attend court hearings or, alternatively, exploring the possibility of allowing online presentation of evidence.

Cansilao also sought the FFCCCII’s assistance in disseminating public safety information.

He suggested that the organization post notices in Chinese media, specifically to warn tourists about potential scammers and kidnappers.

The meeting concluded with a mutual agreement to strengthen cooperation and regularly exchange information.
