State-run Bases Conversion and Development Authority (BCDA) has signed a partnership with the Philippine Sports Commission (PSC) to modernize the country’s sports infrastructure and boost national sports development, the agencies said.
BCDA president and chief executive Joshua Bingcang and PSC chairperson John Patrick “Pato” Gregorio signed a memorandum of understanding (MOU) on Aug. 13 to optimize key BCDA assets for sports.
“This partnership with the Philippine Sports Commission is a force multiplier,” Bingcang said.
“By linking BCDA’s land development capabilities with PSC’s national sports mission, we are laying the groundwork for future champions while promoting a healthier, more active Filipino nation,” he said.

Under the agreement, the agencies will form a joint task force to identify and evaluate BCDA properties for development into premier training and competition facilities.
Priority sites include New Clark City, envisioned as a national training hub, and Baguio City, targeted for a new high-performance center. The initiative will explore public-private partnerships and adopt advanced design, construction, and management systems.
“The President’s directive is clear – build from the grassroots,” Gregorio said.
“We are putting up regional training centers to accelerate sports development nationwide. These investments combine youth empowerment with economic progress, and I am glad BCDA shares this commitment to creating opportunities through sports,” he said.
New Clark City already features a World Athletics-certified Athletics Stadium and a World Aquatics-approved Aquatics Center, along with a 525-unit Athletes’ Village and the National Academy of Sports.
