Over 9.5m Filipinos affected by monsoon, storms—NDRRMC

More than 9.5 million people have been affected by the combined impact of the southwest monsoon (Habagat) and tropical cyclones Crising, Dante, and Emong, the National Disaster Risk Reduction and Management Council (NDRRMC) reported on Saturday.

In its latest situational report, the NDRRMC said the figure includes 2.59 million families, with 28,703 individuals currently taking shelter in 273 evacuation centers, while 40,729 others are receiving assistance outside these sites.

The death toll stood at 37, of which five have been confirmed. Thirty-two other fatalities, along with eight injuries and four missing persons, are still being validated by local disaster response units.

The storms and heavy monsoon rains affected 815 roads and 43 bridges nationwide. Meanwhile, 88,492 houses sustained damage—some totally destroyed—across multiple regions. Agricultural losses were estimated at P3.16 billion, affecting over 98,000 farmers and fisherfolk, while damage to infrastructure climbed to P16.51 billion.

A total of 1.76 million families have required aid amounting to P1.29 billion. The government has so far assisted nearly 1.4 million families with food packs, hygiene kits, and temporary shelter materials.

According to the Department of Social Welfare and Development (DSWD), augmentation efforts will continue, especially in Luzon provinces hardest hit by floods and landslides. Relief operations have been intensified in areas like Pampanga, Bataan, and Ilocos Region, where monsoon rains persisted even after the typhoons exited the Philippine Area of Responsibility.

The Department of Public Works and Highways (DPWH) is also working round-the-clock to clear blocked roads and restore damaged infrastructure. Several roads in Northern Luzon remain impassable due to floods, prompting authorities to deploy heavy equipment to fast-track recovery.

The NDRRMC reiterated its call for vigilance as the southwest monsoon continues to affect parts of Luzon and Visayas. Residents in low-lying areas and near waterways were urged to heed evacuation advisories and monitor official weather updates.
