Retired Army general appointed as BI’s 3rd deputy commissioner

PRESIDENT Marcos has appointed retired Army Maj. Gen. Joel Alejandro Nacnac as deputy commissioner of the Bureau of Immigration (BI), replacing lawyer Daniel Laogan who resigned last month.

Nacnac’s appointment completed the three-member BI board of commissioners, alongside Commissioner Joel Anthony Viado and deputy commissioner Aldwin Alegre.

Nacnac was officially appointed by the President last 18 July. A seasoned public servant, he brings to the BI over 39 years of military leadership and two decades of legal experience.

Before joining the BI, Nacnac served as the deputy chief of Reservist and Retiree Affairs of the Armed Forces of the Philippines (AFP), and held key roles in the military organization. His career spans various command posts across the country.

A licensed lawyer since 2005, Nacnac has advised on military justice, ethics, and institutional reform. He is also a graduate of the Philippine Military Academy “Bigkis Lahi” Class of 1990, with advanced studies in law, economics, and public management.

His entry into the BI signals a continuing drive toward disciplined, law-based governance, and reform in line with the agency’s modernization goals.
