The Department of Energy (DOE) said 142 bids of power generation companies have qualified to join the Green Energy Auction Program (GEA-4) which aims to auction off 10,472 megawatts (MW) of renewable energy capacity for delivery between 2026 and 2029.
Citicore Renewable Energy Corp. has the highest number of potential bids among the qualified companies, followed by Joy-Nostalg Solaris Inc. with nine, SMC Global Light and Power Corp. with eight and Alabel Solar Energy Corp. and Envision Philippines Power Corp. with seven each.
The DOE said the list of qualified bidders was issued after a thorough evaluation of registration documents by the Green Energy Auction – Bids Evaluation and Awards Committee (GEABEAC), with assistance from the Green Energy Auction Committee – Technical Working Group (GEAC-TWG).
Qualified bidders should submit proof of posting their bid bonds between Aug. 12 and Aug. 27, 2025, in accordance with Section 5.1 of the GEA-4 terms of reference.
The auction is scheduled for Sept. 2, 2025, and includes ground-mounted solar with 3,940 MW; roof-mounted solar, 42 MW; floating solar, 3,000 MW; onshore wind, 2,390 MW; and solar-plus-energy storage systems (ESS), 1,100 MW
Certificates of award to winning bidders will be issued between Nov. 24, 2025, and Jan. 9, 2026.
The qualification of bidders follows the release of Green Energy Auction Reserve (GEAR4) prices by the Energy Regulatory Commission (ERC) in Resolution No. 09 series of 2026.
The final GEAR4 prices are for rooftop solar, P5.68 per kilowatt-hour (kWh); ground-mounted solar, P4.4832 per kWh; floating solar, P6.5258 per kWh; onshore wind, P6.0859 pesos per kWh; and solar-plus-energy storage systems, P5.4028 per kWh.
The ERC said these rates include an indexation formula and a streamlined procedure for tariff adjustments, as directed by DOE DC 2025-06-0009. However, this indexation will only occur once, between the issuance of the certificate of award and the commencement of commercial operations of the winning bidder’s renewable energy facility.
Tetchi Capellan, chair and founder of the Philippine Solar and Storage Energy Alliance, welcomed the GEA-4 rates, saying they “will attract participants.”
The DOE said the GEA-4 not only promotes increased investment in renewable energy but also reaffirms its commitment to competitive, transparent and efficient energy procurement practices.
