Philippines launches online driver’s license renewal to combat fixers

The Department of Transportation (DOTr), in collaboration with the Land Transportation Office (LTO) and the Department of Information and Communications Technology (DICT), on Thursday launched an online driver’s license renewal system.

The initiative aims to streamline the renewal process and eliminate the need for citizens to interact with “fixers” – individuals who illegally facilitate transactions for a fee.

The digitalization effort aligns with President Ferdinand Marcos Jr.’s directive to improve online accessibility for government services.

DOTr Secretary Vince Dizon said the new online renewal system, now integrated with the eGovPH app, would allow motorists to renew their driver’s licenses without needing to be physically present at an LTO office.

“The President has directed the DICT and DOTr to make the processes involving frontline agencies like LTO more accessible and easier for the general public,” Dizon said during the launch. “You no longer need to go to an LTO office. You will no longer be victimized by fixers.”

Dizon said the new system simplifies the five-step driver’s license renewal process, including medical examinations and payments.

“It is all end-to-end online. Even the payment is online, so it’s complete. Our countrymen will no longer have a hard time. Medical exams are also online. For getting your license, you have two options. You can pick it up at the nearest LTO, or you can have it delivered to your home,” said Dizon.

DICT Secretary Henry Aguda said the eGOVPH-generated electronic or e-driver’s license would be considered valid if the physical card is unavailable.

He said this policy would be disseminated among enforcement agencies for implementation.
