PH joins international campaign to improve health financing in Asia

The Philippines is advancing its Universal Health Care (UHC) initiative by participating in an international effort to enhance health financing capabilities across Asia.

Representatives from the Philippine Institute for Development Studies’ Health Economics and Finance Program (PIDS-HEFP) and PhilHealth recently joined counterparts from other Asian nations at a World Bank-led regional workshop focusing on Diagnosis-Related Groups (DRGs) and healthcare provider payment reforms.

DRGs are a patient classification method that groups patients with similar clinical conditions and treatment needs into categories with predetermined payment rates. This new compensation framework for providers offers a more predictable, transparent and potentially more efficient system for financing inpatient care.

Countries that have implemented DRGs have consistently seen measurable benefits, particularly a significant reduction in the average length of hospital stays. DRGs have also been shown to improve hospital accommodation and overall efficiency.

Mongolia, for example, established its Health Insurance General Agency as the main purchaser, with DRG payments making up 70 percent of its Health Insurance Fund.

Its provider income doubled between 2020 and 2024, accompanied by increased utilization, improved service quality and enhanced financial protection. For Filipino patients and providers, DRGs are among several reforms designed to make health services more predictable, equitable and aligned with quality standards.

By encouraging hospitals to manage resources efficiently while maintaining care standards, DRGs support UHC’s long-term goals: improving access, managing costs, and reducing financial hardship related to illness.

The Philippines is in the early stages of DRG implementation as part of its UHC reform agenda. Its participation in the workshop provided valuable practical insights and examples from countries such as Thailand, Indonesia, and Australia, which are already applying or developing their own DRG-based systems.

Presentations and discussions covered topics including data systems, claims review, regional cost adjustments, and stakeholder coordination — areas that remain challenging for many health systems worldwide.

The Philippine delegation also provided updates on ongoing initiatives, including costing studies, early engagement with hospitals, and preparations for pilot testing. Informal consultations with international experts and delegates helped validate current approaches and opened opportunities for continued technical exchange.

A follow-up study visit to Thailand is planned for August 2025 to further deepen institutional learning for Philippine delegates.
