Citicore unit investing P5.7b for 150-MW Pangasinan wind project

Citicore Wind Energy Corp. (CWEC) plans to construct a 150-megawatt wind project in Pangasinan with a total cost of P5.7 billion.

CWEC, a subsidiary of Citicore Renewable Energy Corporation (CREC) established in 2018, is developing the Pangasinan CW 2 Wind Power Project, targeted for completion in 2028.

“The proposed onshore wind power project seeks to develop 150 MW of renewable energy, reducing greenhouse gas emissions from generating electricity and maximizing the economic potential of the mountains of Sual and Labrador,” CWEC said in documents submitted to the Department of Environment and Natural Resources.

The proposed wind project will be constructed on 5,180 hectares of a predetermined area. It’s allocated for 20 wind turbines, each with a capacity of 6.25 MW to 8 MW, and includes the construction of roads and navigational lanes for travel between turbines.

CWEC said Sual and Labrador, Pangasinan, benefit from consistent and strong wind speeds, which optimize energy generation capacity. The sites also have favorable geographic conditions, including suitable land availability in areas with minimal environmental sensitivity, and are near existing transmission infrastructure, ensuring seamless integration of generated power into the national grid.

“During initial consultations, communities responded positively to the project and its potential socioeconomic benefits,” CWEC said. “Moreover, the initiative will benefit from a supportive regulatory environment, as the adoption of wind power aligns with the country’s goals of energy independence, decarbonization, and achieving net-zero emissions.”

The company was granted exclusive development rights for the Pangasinan CW 2 wind project through a wind energy service contract (WESC) from the Department of Energy (DOE) on Nov. 30, 2024.

CWEC said the decision to utilize wind as the primary resource for the onshore Pangasinan Citicore Wind 2 project is a strategic one, ensuring high energy output.

“This project plays a crucial role in the country’s energy transition strategy, aimed at reducing reliance on fossil fuels, enhancing energy security, and mitigating the adverse effects of climate change,” it said.

CWEC plans to start construction of the wind project in the second quarter of 2026, focusing on site development and infrastructure installation. The project targets commercial operations by the first quarter of 2028.
