PPP Center, Ilocos Norte sign deal on infra projects

The Public-Private Partnership (PPP) Center of the Philippines and the provincial government of Ilocos Norte signed a memorandum of agreement (MOA) on Feb. 28, 2025 in Quezon City.

The ceremony, witnessed by National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan, marks a significant step in advancing PPP initiatives in the province.

“Through this collaboration, we aim to accelerate infrastructure projects, attract private sector investments, and create a business-friendly environment in Ilocos Norte,” said Governor Matthew Marcos-Manotoc.

Under the MOA, the PPP Center will provide technical assistance in project development, evaluation, procurement, implementation, monitoring, and compliance with the PPP Code and its implementing rules and regulations.

PPP Center executive director Cynthia C. Hernandez reiterated the center’s commitment to supporting the province. “We are dedicated to helping the Provincial Government identify priority projects for PPP implementation,” she said.
