MMDA reimposes heat stroke break policy for field personnel

The Metropolitan Manila Development Authority (MMDA) reimposed a 30-minute “heat stroke break” policy for its field personnel, particularly traffic enforcers and street sweepers.

This initiative aims to protect them from heat-related illnesses, especially in light of the recently released heat index forecast indicating hazardous conditions.

MMDA Chairman Don Artes signed a memorandum circular stating these heat stroke breaks will be alternated among staff assigned to specific areas. This approach ensures the visibility of traffic enforcers and street sweepers while maintaining uninterrupted operations.

The policy, which is implemented daily through a rotation schedule, took effect on March 3 and will continue until May 31.

“We recognize the challenges faced by our traffic enforcers and street sweepers, who work diligently in the heat to carry out their duties. Their well-being is crucial, and this initiative is designed to reduce the risk of health-related illnesses, particularly given the recent increase in the heat index in Metro Manila,” Artes said.

Under the heat stroke break policy, on-duty traffic enforcers and street sweepers are permitted to leave their posts in shifts to rehydrate, seek shade, and take a 30-minute break to prevent heat stroke.

Additionally, to prevent heat exhaustion, heat stroke, and/or heat cramps, field personnel are allowed an extra 15-minute break if the heat index in Metro Manila reaches 40 degrees Celsius or higher.
