Bureau Of Corrections Director General Gregorio Pio Catapang Jr, announces the implementation of the Supreme Court ruling on Good Conduct Time Allowance (GCTA) for inmates convicted of heinous crimes. Catapang said that about 5,000 persons deprived of liberty are expected to be released in December.
