Ogusa Shibata, technical officer of Health Care Quality and Patient Safety of the World Health Organization, addresses the Philippine Patients Congress at the Asian Development Bank in Mandaluyong City. The convention gathers together some 300 patient advocates, caregivers, healthcare professionals, and representatives from the government, academe, and the private sector to tackle the patient advocacy movement, as well as strengthen the call for concerted action to deliver on the promise of Universal Health Care.
