Emmanuel de la Cruz, spearheads the payout of Tulong Panghanapbuhay Para sa Ating Disadvantaged/Displaced Workers (TUPAD) to 2,000 beneficiaries at the Tanauan Civic Center in Tanauan, Leyte Wednesday morning.
