RPMD tags ‘Philippine Powerhouses’: Prominent City Mayors and District Representatives

The RP-Mission and Development Foundation Inc. (RPMD) has unveiled the results of its “Boses ng Bayan” nationwide evaluation recognizing the “Top Performing City Mayors and District Representatives in the Philippines.”

The appraisal for City Mayors is anchored on seven fundamental criteria: service delivery, financial acumen, economic progress, leadership governance, environmental conservation, social initiatives, and engagement.

In parallel, the approach for assessing District Representatives centers on three essential parameters: district representation, legislative performance, and constituent service.

Dr. Paul Martinez, Executive Director of RPMD, underscores these notable distinctions are awarded to the standout public officials from various regions, determined through performance ratings bestowed upon them by their respective constituents. Only recognized top-performing City Mayors or District Representatives within their regions qualify for a spot on this distinguished list.

The non-partisan and independently conducted survey revealed that Joy Belmonte of Quezon City, with a remarkable rating of 95.73%, and Eric Singson of Candon City, garnering a score of 94.86%, jointly secured the highest accolade as the premier city mayors in the country.

Following closely in the second tier of this assessment are Art Robes of San Jose del Monte (91.67%), Benjamin Magalong of Baguio (90.91%), and Nikko Mercado of Maasin (90.88%).

Securing the third position were several distinguished leaders: Eric Africa of Lipa (89.72%), Jonas Cortes of Mandaue (89.71%), Indy Oaminal of Ozamis (89.32%), Ipe Remollo of Dumaguete (88.94%), Samsam Gullas of Talisay (88.93%), Bambol Tolentino (88.85%) of Tagaytay, and Ahong Chan of Lapu-Lapu (88.78%).

Meanwhile, the fourth place was held by Jerry Treñas of Iloilo (86.79%), Ma. Ester Hamor of Sorsogon (86.63%), Vilma Caluag of San Fernando (86.55%), and Baste Duterte of Davao (86.51%).

The survey also recognized other proficient City Mayors who have showcased outstanding leadership. They include Krisel Lagman-Luistro of Tabaco (85.78%), Pao Evangelista of Kidapawan (85.75%), Rey Uy of Tagum (85.64%), Bruce Matabalao of Cotabato (85.37%), John Dalipe of Zamboanga (84.27%), Caesar Dy Jr. of Cauayan (84.26%), Maila Ting of Tuguegarao (84.11%), and Roxanne Pimentel of Tandag (83.91%).
In recent evaluations in the House of Representatives, House Speaker Martin Romualdez has been lauded with an impressive 95.32% performance score from the residents of his jurisdiction in Leyte.

He stands at the forefront, closely followed by distinguished representatives such as Sandro Marcos of Ilocos Norte with a score of 94.81%, Kristine Singson of Ilocos Sur securing 94.57%, and Duke Frasco of Cebu garnering 94.55%. These figures put them in a statistical tie at the top rank alongside Speaker Romualdez.

Subsequent in the hierarchy and positioned second are Toby Tiangco of Navotas (93.83%), PJ Garcia of Cebu (93.75%), Camille Villar of Las Pinas (93.64%), Chiquiting Sagarbarria of Negros Oriental (93.59%), Stella Quimbo of Marikina (93.56%), Marivic Co-Pilar of Quezon City (93.22%), Oca Malapitan of Caloocan (93.14%), and Jolo Revilla of Cavite, who achieved a rating of 92.75%.

Occupying the third tier are Jay-jay Suarez of Quezon (92.16%), Ralph Recto of Batangas (91.83%), Joey Salceda of Albay (91.69%), Mannix Dalipe of Zamboanga City (91.34%), and Gloria Arroyo of Pampanga with a score of 91.32%.

In the fourth position is Hori Horibata of Camarines Sur (90.93%), Rida Robes of San Jose del Monte (90.78%), Wowo Fortes of Sorsogon (90.72%), Adrian Amatong of Zamboanga del Norte (90.57%), Jay Khonghun of Zambales (90.52%), Divina Yu of Zamboanga del Sur (90.46%), and Jam Baronda of Iloilo, registering a score of 90.35%.

Securing the fifth position are Ando Oaminal of Misamis Occidental (89.88%), Lordan Suan of Cagayan de Oro (89.83%), Lorenz Defensor of Iloilo (89.79%), Rufus Rodriguez of Cagayan de Oro (89.52%), and Kiko Benitez of Negros Occidental, who earned a score of 89.46%.

Additionally, other top-performing district representatives in the Philippines include Midy Cua of Quirino (88.36%), Arnan Panaligan of Oriental Mindoro (86.38%), Jose Alvarez of Palawan (85.62%), Eddiebong Plaza of Agusan del Sur (85.39%), Maricar Zamora of Davao de Oro (85.28%), Pulong Duterte of Davao City (84.77%), Alfel Bascug of Agusan del Sur (84.75%), Loreto Acharon of General Santos (84.52%), Samantha Santos of North Cotabato (83.91%), Mark Go of Baguio (82.11%), Eric Yap of Benguet (81.37%), and Bai Mastura of BARMM, holding a score of 76.85%.

The “Top City Mayors and District Representatives” segment, a vital part of the national “RPMD’s Boses ng Bayan” poll, occurred from June 25 to July 5, 2023. 

Utilizing a stringent methodology, the foundation surveyed 10,000 randomly selected registered voters across diverse districts and cities, achieving a ±1% margin of error at a 95% confidence level, reflecting official voting demographic profiles and ensuring data accuracy.
