Bureau of Corrections director general Gregorio Pio Catapang Jr, pushes one of ten brand new wheelchairs with a sick and elderly inmate on it. Catapang, who celebrates his birthday today, also gave away 10,000 bags of hygiene kits to the persons deprived of liberty at the national penitentiary in Muntinlupa City.
