President Ferdinand Marcos Jr. has extended the term of designated officers-in-charge of departments and agencies from July 31 to December 31 this year or until a replacement has been appointed, the Palace said.
“In order to ensure the continuous and effective delivery of government services there is a need to amend and supplement Memorandum Circular 1 by extending the term of office of government officials and employees,” Memorandum Circular (MC) 3 signed by Executive Secretary Vic Rodriguez on July 27, 2022 read.
“The Executive Secretary, under the authority of the President, has issued a supplement to MC1 numbered Memorandum Circular 3. This extends
the authority of Officers in Charge until December 31, 2022, unless a replacement has been designated or appointed, whichever comes first,” Press Secretary Trixie Cruz-Angeles said in a statement.
So far, the President has yet to appoint those who would head the Department of Health, the Department of Science and Technology, and the Department of Housing and Urban Development.
Earlier, Rodriguez signed MC 1 declaring presidential appointees, non-CESO (Career Executive Service Officials), and contractual/casual employees separated from services effective July 31, 2022.
MC 3 will ensure that no new contract, project, or disbursement of extraordinary funds is made by a department, agency, bureau, or office until the appointment is made by the President.
“All OICs of departments, agencies, bureaus, and offices, non-career executive service officials occupying CES positions, and contractual or casual employees covered herein shall continue to perform their duties and discharge their functions until 31 December 2022 or until a replacement has been appointed or designated, whichever comes first,” MC 3 stated.
“All officials and employees covered by this Memorandum Circular are mandated to lawfully perform their duties and functions and submit bi-monthly performance reports to their respective heads of the department, agency, bureau, office, or instrumentality; otherwise, they will be held accountable,” it added.
