MPTC reviving proposals on four new expressways

Metro Pacific Tollways Corp. said over the weekend it will revive unsolicited proposals to the Department of Public Works and Highways to build four new expressways in Metro Manila and surrounding provinces.

MPCT chief financial officer Christopher Lizo said the company would reengage with the new secretary of the DPWH on the proposed P22.4-billion Cavite-Tagaytay-Batangas Expressway, P71.9-billion C-5 Expressway, P92-billion NLEX -Cavitex Port Expressway Link and the P16-billion Harbor Link Port Access Mobility Facility.

“We just need to revive those proposals with the new secretary,” Lizo said, referring to DPWH Secretary Manuel Bonoan, who used to head SMC Tollways.

Lizo said MPTC wanted to pursue and implement immediately the construction of CTBEx because of the heavy traffic in Tagaytay.

The Public Works Department granted the original proponent status to MPTC for the construction of CTBEX in 2018. CTBEX is a 50.4-kilometer expressway that will connect Cavite and Batangas, with a spur road to Tagaytay City and ultimately terminating in Nasugbu and another spur road to Tuy, Batangas.

CTBEX is expected to decongest about 23,000 vehicles daily from the nearby thoroughfares.

The project will start at Silang East Interchange of the Cavite-Laguna Expressway. The alignment will traverse the towns of Silang, Amadeo, Mendez, Alfonso and Tagaytay in Cavite and Nasugbu in Batangas.

MPTC also proposed to construct NLEX-Cavitex Port Expressway Link―a 15-kilometer, six-lane expressway with elevated and tunnel portions, from NLEX Segment 10 to Cavitex. This is expected to provide an ideal truck route to and from Manila Port Area.

The company also submitted an unsolicited proposal to build the C-5 Expressway―a 20 kilometer, six-lane elevated expressway from the end of NLEX Segment 8.2 in Quezon City to Cavitex C-5 South Link in Taguig City.

It will complete the missing segment of the C-5 Circumferential Expressway alignment, a crucial component of the Metro Manila Urban Expressway Network.

MPTC is now building the P23-billion NLEX Connector Road, which is expected to provide 35,000 motorists better access to Manila ports and airports such as NAIA and Clark. This will also enable faster transport of goods and services between Metro Manila and Luzon provinces.

MPTC operates the North Luzon Expressway, Cavite Laguna Expressway, Subic-Clark Tarlac Expressway, Manila-Cavite Expressway and C5 Southlink Expressway.

It inaugurated the 8.9-kilometer Cebu Cordova Link Expressway on April 27. The bridge is expected to accommodate about 50,000 vehicles per day.

MPTC’s revenues grew 15 percent in the first quarter to P4.8 billion on improved traffic and the impact of toll adjustments. Average daily vehicle entries on its expressways rose 7 percent in the first quarter to 524,236 from 491,096 a year ago.
