Manila Mayor Francisco “Isko Moreno” Domagoso has ordered the Manila Police District to strictly implement Batas Pambansa 880, otherwise known as “The Public Assembly Act of 1985.”
Domagoso on Wednesday signed a memorandum order addressed to Brig. Gen. Leo Francisco, MPD District Director, and his station commanders as well as all barangay officials in the city.
He said groups that are planning to hold any public gatherings in Manila should first obtain a permit from the city government.
“Tapos na ang kampanya, tapos na ang halalan, nag-desisyon na ang tao. Now, we have to put things in the right order. For the purposes of moving on at kayo ay maibalik na sa normal, yung normal na pamumuhay, kailangan na pong ilagay natin sa tamang perspektibo ang mga bagay-bagay (The campaign and elections are over, the people have decided. Now, we have to put things in the right order. For the purpose of moving on, so that you can go back to normal everyday living, we have to put everything in the right perspective),” Domagoso said.
The MPD said at least 400 protesters trooped in front of the Commission on Elections (Comelec) office in Intramuros, Manila on Tuesday to protest the alleged widespread electoral fraud and unpreparedness of the poll body.
“My job is to keep you safe. My job is to give you opportunity. Ang trabaho ko ay mabigyan kayo ng maaliwalas, matiwasay, at panatag na pamumuhay sa lungsod ng Maynila (My job is to assure the peace and order without disruptions so you can carry on your normal lives),” he said.
Domagoso directed Manila Barangay Bureau director Romy Bagay to ensure the strict implementation of his directive in all villages.
Bureau of Permits director Levi Facundo was also directed to “act promptly and expeditiously on applications for a permit in accordance with BP 880”.
