A leader of the House of Representatives on Wednesday said he is optimistic of the passage of the bill protecting the rights of partners in conjugal relationships.
Rep. Fidel Nograles of Rizal, principal author of House Bill 4888 or the Anti-Violence Against Partners and their Children Act, said the bill will lead to banning dominant partners in the relationship from confiscating the salaries of the weaker partner.
He said wives or female partners who are obligating or forcing their husbands to give them all their salaries to them can be held liable for economic abuse under the measure.
HB 4888 seeks to amend the Anti-Violence Against Women and Their Children Act of 2004.
Nograles cited a provision in the bill that says one of criteria for economic abuse is “controlling the victim’s own money or properties or solely controlling the conjugal or common money or properties.”
“Economic abuse happens when one is totally financially dependent, leading to a situation that one can not longer provide the money needed for one’s needs,” Nograles said in media interviews.
