Chinese national, lawyer charged with bribery

The National Capital Region Police Office on Monday formally filed criminal charges against a Chinese national and his lawyer who offered P2-million bribe money in exchange for the release of a sex trafficking suspect in Makati City late last week.

Charged with Corruption of Public Official before the Taguig City Prosecutors Office were Huang Xiangfei, 28, a Chinese national from Hunan, China and presently residing at 894 Alvarado Street, Binondo, Manila; and lawyer Joselito Vasquez, 56, of 7109 Anselmo St., Makati City.

Police said a messenger named Meljohn Palma, 43, a native of Iloilo City and resident of 16 Kapit-Bisig Street, BF International Village, Las Piñas City, was also included in the charge sheet.

The suspects were accused of giving P2-million bribe money to NCRPO Regional Special Operations Unit chief Lt. Col. Rogarth Campo who led the raiding team at a suspected sex den in Makati City last Sept. 6.

The three were arrested in an entrapment operation inside Campo’s office at Camp Bagong Diwa in Taguig City around 2 a.m.

“Our regional director Maj. Gen. Guillermo Eleazar always remind us to respect our uniform. With his leadership he inspires us to do so. On my part, no amount of money from criminals can make me betray the leadership of our director,” said Campo.

Eleazar praised Campo. “This shows the real values of the gallant men and women in uniform of NCRPO. These are the kind of policemen that we need, to show our people that we can be trusted and that the majority of policemen are respectable and professional.” Joel E. Zurbano

Last Wednesday, a composite police team swooped down on room numbers 519, 803, 924, and 1823 of Avida Asten Tower 2 along Malugay Street and rescued six Vietnamese women, believed to be victims of a syndicate engaged in sex trafficking.

Arrested during the police operation were Li and Kuang Meiting, both Chinese nationals, who reportedly operate the establishments.

Investigation showed that the gang’s operation involves Internet application wherein clients, mostly players of Philippine offshore gaming operations, are being lured to avail of sexual services.

Li and Kuang were charged with violation of Republic Act 9208 or the Anti-Trafficking in Persons Act of 2003 before the Makati City prosecutors office.
