The Upsilon Sigma Phi, Asia’s first fraternity based in the University of the Philippines and with members who have distinguished themselves in Philippine business and society, mourns the loss of a distinguished and well-respected leader in Dionisio dela Serna.
Dela Serna, who hails from Davao City, was Deputy Executive Secretary during the administration of former President Fidel V. Ramos. He concurrently headed the Housing and Land Use Regulatory Board and was acting Secretary of the Department of Labor and Employment .
During the term of former President Corazon C. Aquino, he was the Chairman of Pag-Ibig, the National Housing Authority and the Housing and Urban Development Coordinating Council. Apart from his government service, he was the former President of the Integrated Bar of the Philippines, Davao Chapter as well as governor of the IBP.
He belonged to batch 1957 of the Upsilon Sigma Phi and was the fraternity’s head, known as the Most Illustrious Fellow, during his days as a University student . Years later he served his fraternity again as the president and chairman of the Upsilon Sigma Phi Alumni Association.
The current Board of Trustees of the USPAA and its members have expressed their deep sense of loss over De la Serna’s passing, citing his numerous contributions to the fraternity and its members.
