Metro Manila police director Guillermo Eleazar on Tuesday ordered the relief of five policemen in a police community precinct in Pasay City, including their superior, for urging victims of sexual harassment not to file a complaint against the offender, who is a Chinese national.
Relieved were PCP 1 commander Chief Insp. Remedios Terte and his men Police Officers 3 Archie Rodriguez and Ranier Dumanacal, Senior Police Officer 2 Jonathan Bayot and Senior Police Officer 3 Timothy Mengote.
The suspect, 19-year-old Zhang Yang, was accosted by security personnel after receiving complaint that three students were sexually harassed inside an amusement park.
“Based on my directive to the chief of police, the four police officer investigators on that particular night, including the PCP commander of PCP-1, must be relieved immediately,” Eleazar said.
Eleazar said one of the victims’ mother alleged that some officers of PCP 1 acted like lawyers to the foreigner.
He said the mother felt uncomfortable during the investigation process while at the PCP 1 station.
The five officers were temporarily transferred and placed on a floating status at the National Capital Region Police Office pending the investigation.
Meanwhile, Yang is now detained at the PCP 1 jail and was charged with acts of lasciviousness.
