A registered nurse and licensed criminologist topped the list of 338 examinees who passed the 2018 Police Executive Service Eligibility examination for the third level ranks in the Philippine National Police.

National Police Commission vice chairman and executive officer Rogelio Casurao identified the topnotcher as P/Supt. Joana Lorono, currently the assistant chief of Quality Assurance and Doctrine Development Division of the PNP Aviation Security Group in Pasay City.

Lorono is a member of PNP Academy Sinag-Laya Class of 2002.

Aside from her three college degrees, she also obtained three master’s degrees in Public Administration, Science Criminology and Public Management.

At present, she is taking up Doctor of Philosophy in Public Administration at the University of Batangas.

Lorono is also the second lady police official who topped the PESE examination since 2014. She is also a recipient of numerous awards and commendations in her 19 years of dedicated police service.

Other PNP officials who made it to the top five are: P/Supt. Hermogenes D. Cabe, Deputy Provincial Director for Administration, Rizal Provincial Police Office (PPO), Police Regional Office 4-A (Top 2); P/Supt. Raymond A. De Guzman, Legal Officer, PNP Civil Security Group (Top 3); P/Supt. Romeo C. Galgo, Jr., Deputy Force Commander, Regional Mobile Force Battalion 12 (Top 4); and P/Supt. Almer M. Ismael, Chief, Drug Enforcement Unit, Sulu PPO, PRO ARMM (Top 5).

“The 338 passers represent 85.57 percent of the 395 police officials who underwent the validation interview on June 30, July 1, 7 and 8, 2018,” Casurao said.

He added the conferees consisted of one Police Senior Superintendent, 226 Police Superintendents and 111 Police Chief Inspectors.

The PESE, which has two phases, the written exam and the panel interview, is an eligibility requirement for the ranks of Police Senior Superintendent, Police Chief Superintendent, Police Director, Police Deputy Director General and Police Director General.

The PESE tests contain analytical questions on police leadership and police values designed to select the best future leaders in the police service.
