Senator Nancy Binay wants to invite Communications Group Assistant Secretary Mocha Uson for a hearing on Charter change after the latter was designated as spokesperson for the government’s push for federalism.

“It would be best if Uson can present to the Senate the content of her campaign on federalism and the plan to change the 1987 Constitution,” Binay said.

She noted that Uson will be in charge of a P90-million fund earmarked by the Department of the Interior and Local Government and consultative committee for the information campaign to educate the public about the administration’s plan to change the country’s form of government.

The senator said he would recommend to Senator Kiko Pangilinan, chairperson of the Senate committee on constitutional change and revision of codes, to invite Uson to the hearing.

“In light of the plans of DILG and the consultative committee to have Asec Mocha Uson as the lead evangelist of the Federalism Caravan, it would be best that Senator Kiko invites her as one of the resource persons in her committee to make a presentation in the Senate,” she said.

“Being the designated messenger, we also wanted to hear how she would articulate or interpret the salient points of the proposed federal charter and explain to the people how a shift in the form of government could move the country forward,” Binay added.

Uson, Binay said, can also discuss her concept or ideas in the information campaign using social media.

“How the messenger relays the message is important. Clarity and knowledge about the subject are equally important elements,” she said.

“It is also a matter of providing the people of options, or an informed choice for them to genuinely know what’s good and bad about changing the form of government,” Binay added.

The senator said that every Filipino should be fully informed on the proposed change of the form of government.

“Kailangan ng bawat Pilipino should understand the need for federalism. She said the debates on this issue must be extensive,” Binay said.
