DBM approves creation of 75,242 new teaching posts

The Department of Bdget and Management (DBM) has approved the creation of 75,242 teaching positions for kindergarten/elementary, junior high school (JHS), and senior high school (SHS) for SY 2018-2019.

This is in line with the request made by the Department of Education (DepEd) in order to address the inadequate number of teaching personnel in public schools nationwide.

The  funding requirements to cover salaries and other forms of compensation for the new positions shall be charged against the FY 2018 Built-in Appropriations (New School Personnel Positions). Notably, only filled positions will be covered by the DBM’s issuance of a Special Allotment Release Order (SARO).

DBM Regional Offices and the DBM Organization, Position Classification and Compensation Bureau (OPCCB) shall issue the corresponding Notice of Organization, Staffing, and Compensation Action (NOSCA) direct to the DepEd – Division Offices for Kinder, Elementary, and SHS and to the DepEd- Implementing Units for JHS positions based on   the deployment reports submitted by the DepEd.

At the same time, the DBM has released funds amounting to P804.86 million to the Philippine Veterans Affairs Office (PVAO) to cover the payment of pension arrears to World War II veterans for 2018.

Specifically, the said amount will pertain to the settlement of Total Administrative Disability (TAD) Pension Arrears to 6,046 surviving spouses of deceased World War II veterans.

The Total Administrative Disability (TAD) Pension is a monthly entitlement of PhP1,700 awarded to veterans upon reaching the age of 70. Living veterans receive their entitlement on a monthly basis, while arrears are awarded to surviving spouses of World War II Veterans and other eligible deceased veterans upon approval of requests made by PVAO.

A total of P1.65 Billion has been allocated for the full payment of TAD arrears. As such, another PhP 841.87 Million is set to be released within the year for the same purpose, subject to submission of Special Budget Request to be supported by a list of pensioners/claimants.

The amount is charged against the Pension and Gratuity Fund of the 2018 General Appropriations Act (GAA).
