MAKATI Mayor Abby Binay has reiterated her directive to the Makati police to intensify anti-crime operations in the city following the arrest last Wednesday of the city’s Most Wanted Person in an Oplan Sita operation conducted in Barangay Rizal at dawn.
The suspect, Allein Hussein Sumadlayon y Bebera, a.k.a. Bryan Malanlayon, a resident of Barangay Carmona, Makati, was also identified by Intelligence operatives as the Second Most Wanted Person for the whole Southern Police District, according to Makati Police chief PSSupt. Gerardo Umayao.
“With the arrest of the city’s most wanted—tagged as the prime suspect in a growing list of crimes—we expect the city police to continue pursuing lawless elements until they are brought to justice,” Binay said.
The mayor also urged Makati residents to be vigilant and promptly report to the authorities any suspicious individuals or activities in their neighborhood, or any unlawful acts they may witness. “The ratio of law enforcers to city residents is still far from ideal, so our local police need the help and cooperation of citizens in crime prevention and in bringing criminals to justice,” Binay said.
According to a police report, Sumadlayon, 27, is the suspect in the shooting incident last July 4, 2017 along Curie St., Barangay Palanan, Makati, which led to the death of a call center agent, Leonille Zara. He was also tagged as the suspect in the killing of two dentists in Makati in 2016.
The suspect also has outstanding cases of Illegal possession of firearm, robbery with homicide, carnapping and rape in Metro Manila, and more cases are expected to be filed against him after his arrest.
Last February 28 at around three in the morning, the suspect was apprehended for not wearing a helmet while driving a motorcycle by PCP 10 police officers who were conducting Oplan Sita in Brgy. Rizal, as part of the Simultaneous Anti-Criminality Operations of the Makati Central Police Station.
Upon inspection, the police discovered a firearm tucked on Sumadlayon’s waist, prompting them to take him into custody. Further verification confirmed his identity as the Most Wanted Person in Makati, and Second Most Wanted Person for the Southern Police District. Sumadlayon was served with two standing warrants of arrest for Robbery with Homicide.
Recovered from the suspect were a calibre 38 revolver with four live ammos, and a white Mio motorcycle with plate no. 8135SG.
Last February 27, the Intelligence Section of the Makati police also arrested 50-year old Joel Calara y Sabala of Brgy. Pitogo, together with his live-in partner, after implementing a search warrant for illegal possession of firearms issued by Judge Elmo Alameda, Executive Judge of Makati RTC.
Recovered during the search were a calibre 38 with three live ammos, a home-made calibre 45 with one live ammo, a home-made shotgun or “Sumpak” with one live ammo, and a jungle bolo.
Also recovered during the search were eight sachets of alleged shabu and drug paraphernalia, which is in violation of Section 11 of R.A. 9165 or the Comprehensive Dangerous Drugs Act of 2002.
From January to December 2017, the Makati police reported the arrest of a total of 2,247 suspects of various crimes through its conduct of 2,512 Checkpoint Operations, 14,519 Oplan Sita/Bakal Operations, 1,132 Oplan Galugad Operations, and 1,542 Oplan Bulabog Operations.
For the same period, the city police also issued 16,821 traffic violation citation tickets where a total of 1,992 motor vehicles were impounded.
