The Senate and House are divided over the issue on voting when Congress convenes into a constituent assembly (con-ass).

The Senate takes the position that the two chambers must vote separately while the House maintains that voting jointly as one body will be the mode.

House Speaker Pantaleon Alvarez says, even if Senators will boycott the sessions, the proceeding will still go on.

He explains, the constitution simply requires the votes of three-fourths of Congress members to amend the charter.

He claims, the constitutional provision on this matter does not leave any room for interpretation.

For his part, Senate President Koko Pimentel says, they will wait for the invitation from the House.

He says, this letter of communication will be referred to the appropriate committee so that the Senate can determine its next action.
