Immigration authorities intercepted Richard Tan, alias “Chen Ju Long,” as he was about to board a China Eastern Airlines flight to Shanghai.

Bureau of Immigration spokesperson Antonette Mangrobang said Tan tried to leave the country despite his inclusion in the bureau’s lookout bulletin order.

Under the bulletin order, a person cannot leave the country without the approval of the secretary of Justice or the bureau’s commissioner.

Tan was the subject of an immigration lookout bulletin order issued by Justice Secretary Vitaliano Aguirre II for his alleged involvement in the shipping of P6.4 billion worth of shabu to the country.

The LBO also included former Customs commissioner Nicanor Faeldon and five other customs officials, as well as a customs broker.

BI supervisors Abubakar Rasuman and Cynthia Reodica stopped Tan, who was trying to leave for China.

“His departure was deferred and he was advised to secure an allow departure order from the Department of Justice,” Mangrobang added.
