Regional DND-OCD office opened at QC City Hall

QUEZON City Mayor Herbert Bautista has allowed the Department of National Defense’s Office of the Civil Defense to open its National Capital Region office inside the city hall compound.

This was after the 36-member Quezon City council passed a resolution authorizing Bautista to enter into a usufruct agreement with the OCD regarding the use of an office space in one of the buildings within the Quezon City Hall Complex.

District 1 Councilor Alex Herrera authored City Resolution 7128 to allow the OCD-NCR to locate its office at the second floor of the Civic Center C Building near the Bureau of Immigration satellite office.

Under Republic Act 7160 or the Local Government Code of 1992, the mayor is vested with the power to render an office space to government officials and employees entitled under the law to such spaces. 

Meanwhile, District 2 Councilor Juliene Alyson Rae Medalla urged authorities to implement the 11 p.m. curfew for minors in computers shops.

Medalla, author of Resolution 7146, is calling for the strict implementation of Ordinance 2163 passed in 2012 regulating the operation of Internet cafes and computer rental shops.

She is seeking the assistance of the Quezon City Police District, Department of Public Order and Safety, Business Permits and Licensing Office, Engineering Department, Social Services Development Department and the Department of Education’s Schools Division Office.

“Computer systems and internet access are key tools of learning among students; notwithstanding, these likewise provide easy access to inappropriate content and a distraction from learning,” Medalla’s resolution read.

Under Ordinance 2163, owners, proprietors and managers of Internet cafe and computer rental establishments must ban minors from entering such places during class hours and/or beyond 11 p.m.
