QC, OMB sign pact to regulate biz

QUEZON City Mayor Herbert Bautista on Monday tapped the Optical Media Board to strengthen the regulation of activities involving optical and magnetic media, such as compact disks and digital versatile disks.

At the signing of an agreement, Bautista said there is a strong need to coordinate efforts to regulate the CD and DVD business, citing that the “city’s business and commerce have grown by leaps and bounds over the past years.”

Under the arrangement, a clearance from the OMB is a requisite before the city government can issue a business permit to any establishment.

Anselmo Adriano, OMB chairman and chief executive officer, signed for the government agency, while Garry Domingo, Business Permit and Licensing Office head, represented the city government.

The agreement binds the Quezon City government and the OMB to establish a coordinative reporting and information sharing system in areas of importation, export, acquisition, sale or distribution, possession, mastering, duplication, manufacture or replication of optical and magnetic products, parts and accessories.

Domingo, for his part, shall require establishments engaged in optical and magnetic media to secure a license or accreditation from the OMB as a condition for the grant and/or renewal of business licenses and permits.

Adriano said OMB is mandated to streamline the registration, licensing and accreditation procedures to businesses engaged in optical and magnetic media.

Both the QC government and the agency will formulate implementing rules and regulations to enforce the arrangement.
