The House of Representatives is conducting a probe on the rampage by a lone gunman Jessie Carlos at Resorts World Manila (RWM) that resulted in the death of 38 persons.

Lawmakers were presented the video of the gunman’s movement inside the casino and in the hotel corridors on June 2, 2017.

House members have requested a copy of the footage.

“The deaths were incidental and not intentional on the part of the suspect,” this was the answer of Philippine National Police-National Capital Region Director Oscar Albayalde when asked if what the gunman committed was an act of terrorism.

While he agreed that technically, the act itself could be regarded to as terrorism, he however does not want to use this term to refer to the incident.

RWM Chief Operating Officer Stephen Reilly told the hearing that the hotel and casino has over 2,500 cameras.

But House Majority Leader Rodolfo Fariñas aired the seeming failure of the security guards to foil the attack.

“The gunman was allowed to roam around and burn tables,” he observed with dismay.

He said, “we did not see any response on the part of the in-house security.”
