Manila Mayor Joseph Estrada (left) takes the podium to publicly name five members of the Manila Traffic and Parking Bureau who were found positive for illegal drug use. The five were fired on the spot, as they formed part of 240 MTPB enforcers who were subjected to a surprise drug test on April 24.
