Career official named head of QC planning office

The Quezon City Council has confirmed the appointment of a career official to head the city government’s planning office.

City Resolution 7010 -2017, introduced by Councilors Roderick M. Paulate and Godofredo Liban II, completes the “substantive and procedural requirements” set by Civil Service laws and rules on the appointment of architect Pedro P. Rodriguez Jr. as City Planning and Development Officer.

“In his capacity as the Officer-In-Charge of the said office, he has proven and performed efficiently his duty in urban planning and development of the city,” the resolution read.

The Local Government Code of 1991 provides that the appointment of the heads of departments and offices issued by the City Mayor shall be with the concurrence of the City Council’s majority.

Mayor Herbert Bautista has appointed career officials as department and office heads, as he believes in promotion through merit and values the experience and institutional knowledge of employees who rose from the ranks.

Rodriguez, who was appointed officer-in-charge of the City Planning and Development Office in December 2015 by Bautista, started serving the city government in 1986 as an architect in the Office of the City Engineer.

Rodriguez graduated with an Architecture degree from Adamson University in 1985. He earned a diploma in Urban and Regional Planning from the University of the Philippines in 2005, and a Master’s degree in Public Administration from the Lyceum of the Philippines University in 2013.

Meanwhile, the City Council has given Bautista the green light to construct a multipurpose building and barangay hall at the old slaughterhouse in Barangay Kamuning. 

The council ratified the memorandum of agreement signed by Bautista with the Department of Public Works and Highways for the construction of the new structures. District 1 Councilor Alexis Herrera and District 3 Franz Pumaren authored Resolution 7063 to ratify the arrangement.

Bautista represented the city government in the MoA signing last March 22, while district engineer Ramon Devanadera signed for the DPWH.

The city has agreed to accept the completed multipurpose building and barangay hall and expressed its commitment to undertake the maintenance of the structures.
