‘QC govt issues CDO, not closure vs golf club’

THE Quezon City government clarified on Friday it has only issued a cease-and-desist order, not a closure order, on the operations of the 57-year-old Capitol Hills Golf and Country Club located in Barangay Old Balara.

Garry Domingo, the city's Business Permit and Licensing Office chief, said “there was no such closure order.”

He, however, clarified that a CDO was issued on the management of the private golf course to “give the party concerned a chance to wind up the operations until after we issue a closure order.”

“A CDO is a notice to the party concerned to try to wind up the operations,” he said.

After the CDO, a closure order is next if the compliance of the requirements is not met in the period given to the management, he added.

When asked about why the golf course has been operating without a permit for the last seven years, Domingo said “actually, that question is the very one submitted by the complainant. I don’t want question like that. I am expecting you to be fair.”

He said the golf course management is “paying up to 2017. Its payment is updated.”

“There was no violation,” he added.

“It’s just that there is a lacking requirement in the [provision in the] CDO. There’s a complaint so I issued a CDO,” he said.     

“If it does not comply in the period given them, then there’ll be a closure order.’

As far as any plan of the Ayala Land to foreclose and develop the area, Domingo said “there are no such talks.”

“I was texted by my staff that they submitted to the legal department a letter. But I don’t know what it is about. But before the day ends, I will know,” he said.
