House goes on period of amendment for death penalty bill

The House of Representatives will continue on Wednesday afternoon the period of amendments for the death penalty bill.

House Justice Committee Chairman Reynaldo Umali says, lawmakers who oppose the measure may try to delay the proceeding by seeking line-by-line amendments to the provisions of the bill.

He notes, opposition members may even ask for nominal voting, wherein lawmakers will cast their vote one by one.

Some members may want to explain their vote.

But Umali says, the minority lacks enough number that can prompt the House leadership to implement nominal voting.

Umali sees the approval of the bill reviving the capital punishment to go through third and final reading on March 8.

The voting is expected to be through “viva voce” where legislators will simply say either “aye” or “nay (yes or no).”
