Pampanga Second District Representative Gloria Arroyo is seeking the replacement of the Bureau of Internal Revenue (BIR) with a new agency under another name.
She wants to rename it the National Revenue Authority.
Arroyo says, reforms in the tax collection of the current BIR fail because the promotion is based merely on seniority rather than performance.
She also notes, BIR’s compensation system limits the hiring of first-rate professionals.
Arroyo proposes the formation of a Revenue Board with four representatives from government and three representatives from the private sector.
Government representatives will be the heads of the Department of Finance, Department of Budget and Management, the National Economic Development Authority and the Securities and Exchange Commission.
