1-MW threshold starts February

The Energy Department and the Energy Regulatory Commission have agreed to implement the mandatory retail competition and open access to power users with a demand of at least one megawatt by February 2017.

Energy Secretary Alfonso Cusi said the two agencies agreed to implement open access by February although he initially wanted to implement it as soon as possible to give consumers the power to choose their suppliers this year.

ERC chairman Jose Vicente Salazar said the commission resolved to move the implementation of mandatory migration for contestable customers, with at least 1 MW of average peak demand, to  Febr. 26, 2017.

“CCs which fail to finalize a retail supply contract with a retail electricity supplier  shall have the option to be served by the distribution utility as a supplier of last resort,” Salazar said.
